Mission: The exempt purpose is to improve housing conditions for the rural poor, with emphasis on the poorest of the poor in the most rural places. Housing assistance council (hac) helps local public, private and nonprofit organizations build affordable homes in rural america by providing below-market financing, technical assistance, research, training and information services.
