General information geisinger-bloomsburg health care center ("gbhcc") is a tax-exempt pennsylvania nonprofit corporation organized under section 501(c)(3) of the internal revenue code which owns and operates a 149-bed long-term care, skilled nursing, and rehabilitation facility. Gbhcc is located in the town of bloomsburg approximately one quarter mile from geisinger-bloomsburg hospital. Gbhcc provides varying levels of nursing care and medical services to residents including rehabilitative therapies, assistance with daily living activities, and 24-hour skilled nursing care. Gbhcc provides physical, occupational, and speech therapy services. The therapies are designed to assist residents to achieve their highest possible functioning with the goal of returning to the community. Fifty-eight percent of gbhcc discharges were to home or other less acute settings. To enhance their quality of life, all residents have activities incorporated into their daily routine. Some of the available activities are exercise programs and mental game challenges. Each activity is selected for the residents based on individual needs and abilities. In fy2017, gbhcc provided their services to 355 individuals. Ii. Uncompensated care geisinger-bloomsburg healthcare center recognizes its mission is to serve all members of the community with respect to the provision of healthcare services and education. In this regard, gbhcc provides free or subsidized care below cost and supports various health-related activities and programs in support of the community. A. Charity care the primary concern of gbhcc is the delivery of health care to all citizens of bloomsburg pa and the surrounding communities of columbia and montour counties regardless of their ability to pay. The unreimbursed cost of charity care represents the cost gbhcc incurs by providing free or discounted services to those who cannot afford to pay. For the fiscal year ended june 30, 2017, the cost of the charity care was 66,688. B. Medicare/medicaid/other governmental recognizing its mission to the community, services are provided to the elderly (medicare), the poor (medicaid) as well as others. Gbhcc provides care, below cost, to persons covered by these governmental programs. To the extent reimbursement is below the cost of providing healthcare, gbhcc is furthering its mission to the entire community. The unreimbursed value of medicare and/or medicaid and/or other governmental payers is equal to the cost of providing services less the amount received as reimbursement under the program. For fiscal year 2017, the unreimbursed cost of providing care to these patients was 4,209,453. C. Other uncompensated patient services in addition, gbhcc provides services for which full payment is not received. The uncompensated cost of providing such patient services during the fiscal year ended june 30, 2017, was 356,241. Iii. Community health, education, and outreach a. Community assistance payment geisinger-bloomsburg healthcare center provided financial assistance to the community through a community assistance payment. The value of the payment was 149,951. This amount was paid to columbia county, bloomsburg school district and the town of bloomsburg. These payments were made to support local governments for the provision of services to the community. B. Volunteer services adult and junior volunteers also provide support to gbhcc residents. Volunteers from local communities contributed 287 hours toward the common purpose of servicing the healthcare of the community. Adult volunteers participate in religious services and provide entertainment. Junior volunteers participate in an intergenerational program in which students from local schools interact with the residents and assist with resident activities to provide a more personal, home-like environment. Both adult and junior volunteers spend one-on-one time visiting with the residents. Iv.
