Mission: Through leadership, guidance and empowerment, it is the council's mission to maintain and strengthen individual resident councils as well as to promote communication, cooperation, tolerance, community, knowledge, organization, teamwork and understanding among residents, resident councils, the saint paul public housing agency and its board of commissioners, hud and others.
Programs: The council provides an annual recognition event for 16 highrise resident council officers, peer advisors and staff (approximately 120 individuals) and promotes annual picnics for each high rise (approximately 2,400 disadvantaged individuals).
the resident participation committee of the council promotes community-building and resident participation, sponsors educational activities and training and provides computer access and education.
peer advisors conduct resident council officer training, train and serve as election judges, audit resident council financial records, train treasurers and provide dispute resolution.
the council provides hud (rpc) and pha grant administration for 16 highrise resident councils.
