Mission: Cmhp, inc is a non-profit regional community housing development organization (chdo) commited to assisting underserved communities to preserve, improve and increase affordable housing for low and moderate income families and individuals.
Programs: Affordable housing: cmhp asset manages 672 units of affordable housing. Cmhp values its ownership and interest in rental properties and takes responsibility for the long-term health and welfare of all projects with which associated. Functions of asset management include monitoring programs, funders, and financing requirements to assure compliance and timely reporting; oversight of property management activities of the professional property managers, site visits, monthly financial reports, annual budget approval, capital improvement planning and tenant surveys. Cmhp communicates on a regular basis with property managers, investors and funders. As cmhp continues to develop new or acquires and rehabs existing rental properties, it will continue to add affordable rental units to its asset management portfolio. In 2014, cmhp developed sprucewood townhomes in baxter.
property management: cmhp handles all aspects of the operations, management and maintenance of selected properties in their portfolio. Cmhp's property management division recruits, screens, selects and places applicants in housing and is responsible for the financial management, budgeting, caretaking supervision, reporting and compliance of each project. In 2011, cmhp partnered with a for profit developer to preserve an existing rental property, south haven, in brainerd minnesota. Cmhp receives a fee annually for the compliance work that they provide for south haven. Presently, cmhp manages 21 rural development/tax credit projects consisting of 418 units of affordable rental.
single family housing: previously cmhp utilized greater minnesota housing fund (gmhf) financing to acquire foreclosed properties in cities hit hardest by the foreclosure crisis. Available properties are selected through the national community stabilization trust's reo match website or other opportunities. Upon purchase of a home, all necessary rehabilitation is completed and the home is listed, targeting buyers at 80% of the state median income. Homebuyers meeting this income level are also eligible for down payment assistance provided through gap financing funds awarded by gmhf. Down payment assistance is provided as a 0% deferred loan. In 2014, cmhp did not purchase any homes.
continuum of care: rev. $63,551 exp. $38,487 since 1997, cmhp has coordinated the development and implementation of the regional continuum of care (coc) plan outlining existing services and identifying gaps in services addressing homelessness. From 1997 to 2014, over $16,455,585 in hud funding has been awarded regionally with total leveraged funds of $31,669,064. The 2014 exhibit one application was awarded a total of $1,325,789 with additional $4,003,818 in leveraged funds. The 2014 round funded cmhp with administrative dollars in the amount of $16,501. The central coc is also the advisory council over the "central mn ten-year plan to end homelessness" for heading home minnesota. Small cities development: rev. $97,475 exp. $34,872 cmhp works with cities to provide administrative services for small cities development program funding through department of employment and economic development. Qualifying projects must benefit people of low and moderate incomes, eliminate slum and blight conditions or eliminate an urgent threat to public health or safety. Cmhp provides technical assistance, application/grant writing and full administration of rehabilitation funding for owner-occupied housing, rental housing and commercial rehabilitation. In 2014, cmhp continued administration of scdp funding in cities of pierz, little falls, royalton, motley, randall, sartell, swanville, st. Joseph, deerwood and sebeka, providing project management for a variety of owner-occupied, rental and commercial rehabilitation projects. Scdp funding for rehabilitation to homes of low to moderate income families was supplemented with an award from the federal home loan bank. Families with young children were also able to access funds for lead abatement through a minnesota department of health grant. Murl: rev. $4,458 exp. $4,527 cmhp services a portfolio of homes being sold on a contract for deed to eligible households. Initially, cmhp was able to utilize funding to purchase and rehabilitate vacant and blighted properties in the region. Upon completion of rehabilitation, the home/program was advertised and applications were received and ranked from interested households. The home was awarded to a selected applicant to be purchased on a 0% interest, no down payment contract for deed in which monthly payments are calculated based on monthly household income. Eligible buyers must be 1st time homebuyers and have an annual household income at or below 80% of area median income. While funding for the initial purchase and rehab of homes is no longer available, cmhp does on occasion receive homes back from buyers for a variety of reasons. In this instance, cmhp assesses the condition of the home and completes any necessary repairs. The home is then sold again to an eligible household in need of affordable housing. In 2014, cmhp had 11 homes in our portfolio. Community land trust (clt): rev. $425 exp. $500 the central minnesota community land trust (cmclt) provides a home ownership opportunity to low and moderate-income households and creates long-term affordability for future generations of homebuyers. Homes cost less than market rate as the community land trust (clt) purchases the land through the use of a ground lease and the homebuyer purchases the home. The affordability is built in the shared resale formula which allows for a return on the homeowner's equity and an affordable sale price for future buyers. The cmclt has 3 homes in its portfolio. The cmclt and cmhp continue to monitor the single-family housing market in our region and evaluate potential areas and projects for future clt homes. All other programs: rev. $446,997 exp. $219,746 cmhp provides ta to communities, non-profits and other organizations interested in affordable housing. Some of these meetings develop into potential projects for cmhp. Home stretch: cmhp coordinates homebuyer training in the region based on a program designed by minnesota housing (mhfa) and the home ownership center (hoc). Cmhp began implementing the program in october 1995. The program has lost momentum during the housing downturn. Some mortgage lenders still require education for first time homebuyers. In 2009, cmhp became hud certified for teaching first time homebuyer education classes and for providing pre-purchase counseling. The organization coordinated 20 home stretch classes and graduated 114 participants in 2014. Since 1995, cmhp has graduated approximately 8,600 individuals from the classes. In 2014, cmhp utilized over 80 volunteers from the business community including realtors, lenders, contractors, closers, home inspectors and credit/budget counselors who actively support this program to teach the curriculum. The classes offer information about finding a home, securing a mortgage, budget and credit issues, closing the loan and home maintenance. Certificates are issued to successful participants satisfying most mortgage requirements. Cmhp also offers to first time homebuyers pre-purchase counseling for those who would like to have a one-on-one discussion regarding their own home buying situation. Topics discussed during each session include: affordability analysis, evaluation of mortgage products, barriers to homeownership, spending and debt reduction plans, and preparing for a loan application. This service is an extension of home stretch and gives first time homebuyers the additional support they need in purchasing their first home. 10 households participated in pre-purchase counseling in 2014. Ta/chdo: cmhp provides direct technical assistance to communities, organization and non-profits in our service area. Technical assistance provided by cmhp can bring additional resources to the region by increasing local capacity. Services that cmhp may be able to provide include: assessing housing need in the community; grant application writing; financial packaging; project administration, development and ownership of affordable housing and team building. In 2013, cmhp received a capacity grant from mhfa to assist with technical assistance activities within our region. Cmhp also received funding from otto bremer for technical assistance work and technology upgrades for 2014.
