Planning -kvcog provides educational, training, and advisory services to governmental agencies, boards, and committees in the areas of transportation, solid waste, environment, and land use and also provides gis mapping services in support of these planning activities. Kvcog achieved the following in this area of its exempt purpose operations:kvcog provided technical assistance related to state mandates or local ordinances to local officials from 31 municipalities. Forms of assistance included advice on ordinance enforcement, education on legal procedures and requirements, and help with preparation of ordinance and regulatory language. Kvcog provided information and assistance to seven municipalities engaged in developing comprehensive land use or public service plans. Forms of assistance included guidance on comprehensive planning, downtown planning, and planning for bicycle/pedestrian facilities. Under contract with the maine dept. Of transportation, kvcog has developed a regional corridor management plan and a regional bicycle trail plan. Kvcog provided assistance with mapping and demographic information on request from seven municipalities. In addition, kvcog provided regional mapping and demographic information services for regional economic development and transportation plans, the kvcog website, and census liaison/information management. Kvcog provided assistance to local officials from 16 municipalities regarding solid waste management issues. Forms of assistance included advice and drafting of ordinances and management/operation plans, analysis of waste management procedures, and guidance with recycling, composting, hazardous waste management, and operating procedures. Kvcog provided management assistance for four regional household hazardous waste collection events. The events resulted in more than 12,000 pounds of household hazardous wastes collected. Kvcog coordinated municipal commodity joint purchases. The 30 municipalities participating through the program realized an estimated cost savings of $51,000.
economic and community development -kvcog provides community and economic development services relating to investments in municipal infrastructure, workforce development, training, and business retention and business attraction. Kvcog achieved the following in this area of its exempt purpose operations:economic development assistance:kvcog assisted the economic development committees of the towns of monmouth and china. Kvcog also assisted the town of benton with the creation of their tax increment financing (tif) district. Kvcog facilitated an economic development plan for upper somerset county and is also collaborating on a planning process for the unorganized territories of somerset county which will also benefit the service centers for somerset county. Community development block grant (cdbg): cdbg: kvcog assisted the following municipalities with technical assistance: china, burnham, palmyra, anson, vassalboro, waterville, unity, monmouth, madison, winslow, jackman, manchester, gardiner, starks, hartland, benton, pittsfield, litchfield, anson, and thorndike. The municipalities of hartland, skowhegan, burnham waterville and winthrop received cdbg awards of $1,910,000 for their projects; additional private funds were invested in these projects. U. S. Epa brownfields:with an award of $1,000,000 received in 2011, kvcog helped to develop the unity food hub by sub-granting funds to clean up contamination in the town's old grammar school. A loan will follow, to complete the cleanup project. Currently, the food hub is running a community supported agriculture (csa) project. After the 2015 growing season, the food hub will begin aggregating and distributing produce from approximately 36 farmers. Agricultural development project:kvcog assisted the pickup with a grant from the usda, the local food promotion program. Kvcog will administer the grant, work under which is just getting started. Kvcog assisted the town of unity with a technical assistance grant from usda, us epa and usdot, "local foods, local places. "kvcog provided a ten-week course of study for beginning women farmers through a grant from usda.
revolving loan fund (rlf) - kvcog provides business finance and business counseling services to private sector organizations in furtherance of its goals to promote increased public and private sector investment and job retention and job creation. Rlf is a key component of our economic development program. At june 30, 2014, kvcog had 32 active loans with a total principal value of $2,042,000. Presently, we have about $1,281,000 available to lend. Since 1997, kvcog has made 210 loans for a total dollar amount of $14,310,361. Our loans have leveraged $64,574,211 in private sector and other public funds, and we have helped to create and retain 3,692 jobs in kennebec, somerset and western waldo counties.
