According to their GuideStar program accomplishments listing and their IRS 990, only 3% of their nearly $8,000,000 budget goes to scholarships. 70% goes to salaries, office expenses and travel. They raise money from invited scholars to pay themselves to raise more money from invited scholars, etc., etc.
