Mission: Coordinate water resource management.
Programs: Oil pollution act project, st. Croix river response planning, and hazardous spills - data collection, mapping, and development of spill response plans and protocols; including work toward the completion of the illinois statewide inland sensitivity atlas (isa) update, initiation of work on the wisconsin isa update, completion of geographic response plans for upper mississippi river (umr) pools 11 and 12, and work on a new geographic response plan for umr pool 9. Continued work on a spill response plan for the st. Croix national scenic riverway, including the completion of a hazard analysis document and hosting three planning meetings on the riverway. Led the umr hazardous spills coordination group in conducting two interagency meetings, in co-sponsoring one river-based response training, and in holding two notification drills. Provided staff support for two meetings of the minneapolis-st. Paul sub-area planning committee.
ecosystem, navigation, and flood risk - coordinated states involvement in ecosystem, navigation, hydropower, and floodplain management program, and provided staff services for a federal/state interagency committee. Communicated states' positions on important ecosystem and navigation legislation and related policy, including channel maintenance and flood risk reduction in a watershed planning context. Hosted several interagency meetings and conference call meetings. Provided extensive writing and review in developing partnership program reports, including the upper mississippi river restoration's 2016 report to congress, as well as meeting-related services in support of the documents' development. Represented umrba at other regional and national navigation-, flood risk-, and ecosystem-related meetings. Hosted a umr water level management workshop.
general services - policy research, issue analysis, meeting coordination, policy statements, and facilitating exchange of information among government agencies. Quantifiable outputs include 4 multi-topic umrba quarterly meetings, representation of umrba on america's watershed initiative steering committee (19 meetings); participation on the great lakes and mississippi river interbasin study executive steering committee (2 meetings); representation of umrba at mississippi river cities and towns initiative meetings (2 meetings), upper mississippi river conservation committee meetings (2 meetings), minnesota environmental quality board (1 meeting, and noaa's midwest drought emergency warning system (1 meeting), and service on the board and as chair of the interstate council on water policy (18 meetings). Also tracked appropriations and other federal legislation, initiated umrba strategic planning, prepared for multi-sector workshop addressing flood risk and sediment management, conducted annual diversion consultation, and supported regional dialogue regarding navigation.
water quality - supported the field pilot implementation of a shared, interstate cwa monitoring strategy on the umr, with all data collection completed as of april 2017. Assisted in the subsequent compilation and analysis of project data, including hosting of multiple conference calls. Began drafting associated project evaluation and water quality outcomes reports. Continued staff support for a work group focused on addressing harmful algal blooms (habs) on the umr, hosting three conference calls of the work group and creating a umr hab response resource manual. Hosted three interagency work group meetings to facilitate collaboration among state and federal partners regarding water quality protection. Represented umrba at other regional and national water quality meetings (3 meetings). Produced an annual water quality program report.
