TFH is a retirement program for horses that are no longer able to compete at the racetrack due to lack of ability or drop in performance or any reason, really. The owners donate them to the track-based aftercare program for rehabilitation, retraining, and rehoming to the best match for them. There are Partner Farms accredited by the program all up and down the East Coast, who accept these horses and rehome them or give them all the time they need to be rehomed. The adoption fees of the more desireable horses balance the extended care of the ones who need a little longer prior to adoption, but each horse is given every chance to find their best second life.
