Mission: Semcil's mission is to support the independence, active participation, equal opportunities, and success of people with disabilities at home, at work, and in the community through advocacy, support, education and action.
Programs: Semcil's personal care assistant (pca) program is a personal care provider organzation (pcpo). A pca follows a plan of care developed by the pca recipient and a qualified professional (as defined by the mn department of human services). The qualified professional ensures that the pca services provided follow the care plan and assists the pca recipient in evaluating the work perfomed by the pca. Pcas and homemakers may assist with activities of daily living, health related procedures and tasks, instrumental activities of daily living, meal preparation and essential housekeeping and community integration.
semcil's independent living program serves people of all ages with all types of disabilities. Semcil primarily serves people with physical, mental health or cognitive disabilities, neurodevelopment differences, and traumatic brain injuries. Semcil's independent living services and staff assist persons with disabilities to gain the skills, tools, and support they need to live independently. We encourage our consumers to use the strengths their disability brings them, identify their skills and challenges, and provide goal-based training and support to help them achieve their independent living goals. Semcil services include: independent living skills training: individualized, goal based skills traning in areas such as advocacy, personal rights and safety, transportation, technology, assistive technology, financial management, decision making, cooking, nutrition and more. Transition assessments for high school students and young adults. Accessibility services: home and business accessibility assessments, ramp project and ramp services to increase accessibility. Individual advocacy: special education and individual education plans (ieps), access to benefits, the americans with disabilities act, housing and social security. Legislative and systems advocacy: working to create community, region, or statewide changes benefiting people with disabilities. Nursing home relocation: comprehensive services assisting individuals currently residing in nursing homes or licensed care facilities who wish to relocate to a community based setting of their choice. Peer mentor/senior companion: program matches interested consumer with a peer mentor who provides support, assistance and skills training to achieve identified goals. Disability linkage line (dll): a free information, referral, and assistance with seeking, obtaining, and maintaining competitive employment. Veteran services: independent living services to veterans. Consumer directed community supports (cdcs): support planning and education, housing search and workshops, and support groups. Art, health and wellness, social recreation programs: adaptive ski program, art and ability, art classes, other social activities, and chair yoga.
the disability linkage line (dll) is a free, statewide telephone information and referral resource that provides minnesotans with disabilities or chronic illnesses and their representatives with a single access point to connect to community services. The dll helps callers identify resources and benefits options, supports decision-making and helps callers find solutions. Dll options counselors, work and benefits specialists or community living consultants will provide one-to-one assistance to help callers learn about their options, make informed decisions, and connect with the supports and services they choose. Common requests include information and referrals on disability benefits programs, home modifications, assistive technology, personal assistance services, transition services, accessible housing, employment, social activities and disability rights.
