The Radburn Association is a nonprofit homeowners association in Fair Lawn, NJ. The Association is controlled by a nine-member volunteer board of trustees, a paid manager and staff, and per bylaws, by a self-selecting group of "members" chosen exclusively by having been nominated by the sitting board and subsequently serving on the board. Financial disclosure is limited to a handful of incomplete documents despite a NJ Appellate decision requiring specific disclosure. Homeowners have no recourse to further participation or disclosure until a loophole in State law is closed by new legislation. Expenses as reported on the Association's form 990 are frequently much divergent from those reported on the Association's annual budget summary.
