Our interactions with PERC have been nothing but positive. There is a great balance between the theoretical and practical approaches to the issues of building up a credit registry with the final objective of achieving actual positive results. The presence of PERC in our seven year journey (and still ongoing) has been instrumental in any and all of our successes.
Since 2003, I have interacted with PERC on a number of major public policy issues relating to consumer finance, and have found them to maintain high levels of intellectual honesty and statistical integrity while avoiding ideological bias. They are well regarded by policymakers from both sides of the aisle. In recent years, PERC has doggedly worked to advance the cause of alternative data, building a coalition of NGOs and other organizations including business that among many other benefits. recognize that higher credit scores are a key building block of economic progress.
PERC is the go-to expert on credit and data policies. The staff are responsive, insightful, and trustworthy. As a Capitol Hill staffer, PERC is one of the reliable and insightful policy shops to help us understand what's happening and what the impacts could be.
PERC shared with us about their study in credit reporting industry through many ways, including: participated in seminars on credit reporting, both in China and outside China; share with us their study findings, such as their study in the use of Alternative Data in Credit Risk Assessment, which had very important impact on China's policy about alternative data; consultant through many e-mails between Mr. Michael Turner and my colleagues and myself.
My experience with PERC dates back to 2006. Over that period, PERC has proved to be a driving force, and credible voice, for a more financially inclusive world. Their rigorous approach, policy analysis, and timely empirical research have provided important insights into the value of alternative data as a demonstrably sound avenue for qualifying creditworthy borrowers who are challenged to gain access to mainstream financing for their needs and to gain opportunities to improve their standard of living. PERC owns my top recommendation based upon their high standards of research, unwavering dedication, and PERC's numerous significant publications and contributions to the field over the years.
In 2009, PERC was identified by Financial Services Deepening Trust Kenya to help formulate a project that would help the Central Bank of Kenya and the credit market in Kenya establish a credit reporting framework. Ultimately, such a framework would assist Kenya's credit market access reliable credit information and credit scores for effective risk management. PERC's work in this regard, and follow-up review of the pilot credit information sharing initiative, laid the foundation for establishment and evolution of the project into what is today a separate legal entity (CIS Kenya) that has helped transform the credit reporting space. Today, Kenya is a leader in the region with regard to credit bureau penetration of the adult population, with three private credit bureaus that receive full-file credit data from a wide range of credit providers.
Under the leadership of Dr. Michael Turner, PERC played a critical role in getting credit information, a key element in expanding access to finance for SMEs and financial inclusion, adopted by APEC Finance Ministers as the top priority in their multi-year agenda called the Cebu Action Plan. The APEC Business Advisory Council (ABAC), where I am engaged as the coordinator of the Asia-Pacific Financial Forum (APFF) and the Asia-Pacific Financial Inclusion Forum (APFIF) - platforms for public-private sector collaboration established by the Finance Ministers and entrusted to ABAC for their management - appreciates the role that PERC played in advancing this recommendation of the Council. PERC provided thought leadership and technical expertise in various APEC discussions and workshops, and gave concrete advice to regulators and officials in the design of regulations and policies. Recently, the APFF developed an APEC Roadmap for a New Financial Services Data Ecosystem, which was endorsed this year by the APEC Finance Ministers at their meeting in Santiago, Chile. PERC was one of the institutions leading this work, which ABAC and the APFF will be advancing with officials and regulators starting next year to create a trusted and secure mechanism for the wider flow of data across the region that will benefit many people and entrepreneurs by enabling them to use their data to obtain wider access to financial services.
PERC has worked with us for at least seven years. We are very happy with their performance. They have a deep understanding of the credit reporting industry and the larger data market. Their analysis and advice are rigorous, insightful but also practical. They are a rare high level think tank for the broad information business market.
Insightful and persuasive research. PERC understands that in order drive social, economic and political change research needs to be persuasive, not just interesting, and they are well practised in developing research programs that respond to the needs of a particular jurisdiction with a focus on delivering outcomes.
PERC's research agenda has been instrumental in driving the global dialogue for improved financial inclusion. Michael Turner and his team are committed to a fact-based policy dialectic around the nexus between policy and practical economic incentives to drive sustainable change all for the betterment of consumers. This is why I found PERC to be such a trustworthy and probative contributor to the work of the Consumer Data Industry Association when I was its president & CEO.
Michael, Patrick and their team are a cut above. They are scholars indeed; but more. PERC achieves results because they are a team of smart people who able to relate to real world problems, and more importantly, they are able to translate them into real world solutions based on scientific methods and facts.
In our experience, they approached our research needs thoroughly, analyzed the facts surrounding our problems, and enabled us to achieve our objectives with a solid fact-based assessment of the realities of the world.
