PAANCI began out of a group of social workers in child protective services who knew what the tragedy of child abuse and neglect is. They have been beneficial in assisting law enforcement in southern California apprehend offenders of the law. They are a caring group of professionals who need support from the public in what they do to help children live in safety. They have also helped the elderly who were suspected of being abused and neglected by their caregivers, so that they will be able to live in safety, free from danger. They now need financial support assisting at risk former foster youth who have been emancipated or graduated out of foster care find stable and permanent homes.
