Mission: We are so much more than an animal shelter. The Pennsylvania SPCA (PSPCA) has the distinction of being the state’s oldest, largest and most comprehensive animal welfare organization, and the nation’s second oldest. We were founded in 1867 by a Philadelphia businessman determined to end the pervasive abuse of the city’s working horses through the creation of state laws protecting animals and their subsequent enforcement. Our mission is to protect animals, prevent cruelty, and improve the health and quality of life for animals in Pennsylvania. We implement our mission through the lifesaving efforts of our Humane Law Enforcement (HLE) department, in-house Shelter Hospital, low-cost Veterinary Clinics, Humane Education and Community Outreach Program, and placement of abandoned animals in loving forever homes. We are committed to a no-kill philosophy, do not euthanize for space or time, and are proud to have achieved a 97% live release rate since 2015.

Results: It's not just cats and dogs. From horses, birds, donkeys, rabbits, farm animals, turtles, and even alligators, our Humane Law Officers are on the ground everyday saving lives. In 2017, our HLE team completed 6,626 investigations of cruelty and neglect – an average of 18 per day – and rescued 1,231 animals from, what often are, unspeakable acts of violence. We achieved a 90% conviction rate, providing justice to our animal victims and punishing abusers to the fullest extent. In addition, we found loving forever homes for 5,001 animals, performed 7,791 spay and neuter surgeries, and provided low-cost veterinary services to 10,387 companion animals. Today, over 150 years since our founding, the PSPCA is the state’s leading animal welfare organization headquartered in North Philadelphia with a satellite location in Fishtown, Philadelphia as well as two regional locations: the Central PA Center at Danville (Montour County) and the recently established PSPCA Lancaster Center. We are a national leader in Humane Law Enforcement with 10 HLE officers covering 23 counties, including Philadelphia where we are the only HLE operation. Additionally, the PSPCA had over 800 volunteers who contributed nearly 32,000 hours of service in 2017 to help us carry out our mission.

Programs: The PSPCA is a comprehensive animal welfare organization that saves the lives of countless animals through the lifesaving efforts of the following programs: (1) humane law enforcement, (2) humane education and community outreach, (3) shelter hospital, (4) high-quality, low-cost wellness clinics, (5) spay/neuter, (6) adoptions, (7) volunteer/foster, and (8) behavior training and enrichment.
