Mission: Founded in 1948, by the late California Supreme Court Justice Raymond Peters, NCSL has helped society by giving hope to those most in need. NCSL became the first private, nonprofit agency to offer help to inmates, ex-offenders and their families. Today, NCSL is known for extensive rehabilitative and social services to persons in, and released from, jails and prisons. In a country concerned with its exploding prison population, Judge Peter's vision is still compelling today. "Self-interest, common sense and decency require that we convert county jails from scrap heaps into salvage stations." - Justice Raymond E. Peters
Programs: NCSL's Employment Placement Services include our On-the-Job Training Program, which allows ex-offenders to gain experience while earning a salary. For the past 9 years, our unique Job Fair for Ex-Offenders has served over 450 ex-offenders annually The Parolee Employment Program (PEP)provides job placement to state parolees and assists them with their successful transition back into the community. Our five-day Life Skills course focuses on self-esteem and communication. Participants also develop a resume and practice job interviews. At the end of the week, they are ready to find work. Alcohol and other drugs are a significant factor in over 70% of incarcerations. NCSL offers education, group and individual counseling to inmates. The Children's Waiting Rooms in the courthouses are safe, positive environments for children whose parents are in Court. We conduct weekly Parenting Classes and baby visits for jail inmates. Our Cameo House residence offers transitional housing to homeless ex-offender women with children. Our extensive intern program provides basic information and assistance to inmates, and it offers direct involvement in the criminal justice system.
