In this regional process and meetings, nescoe represented the collective views of the new england states and advanced proposals to ensure appropriate planning approaches and market rule development consistent with state objectives and consumer interests. In 2017, these regional stakeholder committee meetings and associated work groups held on the order of 100 meetings. That process resulted in a new market design known as competitive auctions with sponsored policy resources (caspr). In addition, nescoe conducted analysis and research to inform states' perspectives on electric power system matters with reliability consumer and environmental implications, coordinated with other regional state entities and communicated states' preferences to iso new england, inc. , the new england power pool, among others. In 2017, this included but was not limited to a study of various mechanisms that states could use to achieve certain policy objectives and the associated benefits and challenges of each mechanism. The study was intended to inform states' consideration of potential mechanisms through which they could execute energy and environmental laws and their consumer cost implications. The study also demonstrated market-based impacts from a range of hypothetical renewable and clean energy resource and infrastructure scenarios.
