Mission: The medical center hospital authority is a non-profit organization that has developed the health and human services center. The primary objective of the center is to provide modern and efficient facilities for the many clinical and social services programs offered by tenants of the center, to reduce operating costs for the tenants and to improve the quality of patients and client services through innovative working relationships among the occupants of the center.

Programs: Columbus consolidated government - indigent care programthe authority acts as a conduit for the medical center, inc. In securing funding for the indigent care program through the city of columbus and for funding from the state of georgia for its physician training program. The associated revenues are shown in part i line 1d and the expense is shown in part ii line 22. In addition, the authority has developed the health and human services center. The health and human services center (the "center") is a 214,000 square foot complex constructed on approximately 5. 5 acres in columbus, ga. The center houses a number of clinical and social services providers, including the muscogee county department of family and children services (dfacs), the west central district health department and the columbus health department, and many services of the medical center, inc. , a tax-exempt organization affiliated with columbus regional healthcare system. The building consists of a five-story office tower and a connected two-story structure housing clinical and support services. The primary objective of the center is to provide modern and efficient facilities for the many clinical and social services programs offered by the tenants of the center, to reduce operating costs for the tenants and to improve the quality of patient and client services through innovative working relationships among the occupants of the center. The advantages of the center include efficient design and collocation of programs, lower operating costs for energy and building maintenance, consolidation of selected programs and services and overall improved access for patients and clients of dfacs, the columbus health department and columbus ambulatory healthcare services. Since many patients and clients require services from two or more of the centers occupants, the center includes an internal "mall-like" access to various programs and services, as well as improvements to communications through telephone and computer system integration. Dfacs, a division of the georgia department of human resources, occupies approximately 59,000 square feet in the center. Dfacs administers programs for the federal, state, and local government, including temporary assistance for needy families ("tanf"), the indigent care program, the food stamp program, medicaid eligibility, adoption programs, child protective services, foster care and special employment and general assistance services. The health department occupies approximately 80,000 square feet in the center, including space occupied by the health department's physical and mental health divisions and the west central health district. Programs operated by the health department include child health, dental health, environmental health, family planning, health education, maternal health, a senior referral service, a sexually transmitted disease program, teen health, tuberculosis control, vital records and the women, infants, and children supplemental food program. In 2005, the authority completed construction on the spring harbor at green island, a continuing care retirement community (ccrc) consisting of 196 independent living units, a health center with 30 personal care units, 30 specialty care beds, and 40 skilled nursing beds. The authority is the owner of the assets of spring harbor excluding the land which is owned by columbus regional healthcare system, pursuant to a ground lease dated june 1, 2004), as such, the assets and liabilities as well as revenues and expenses of spring harbor have been included in the authority's consolidated balance sheet and statements of revenues and expenses.
