Programs: Literacy data service: accomplishments during fy 2017: in march of 2017, the lac completed the final year of a five-year contract to manage and maintain the new york state education department's (nysed's) adult student information system and technical support (asists), the online system which collects and analyzes data on more than 100,000 adult literacy students in new york state each year. The lac was then granted a nine-month extension of this contract through december 2017. In may of 2017,the lac applied for, and was subsequently awarded the contract to continue to manage and maintain asists for another five years beginning on january 1, 2018. Asists is the backbone of the accountability system employed by the nysed to evaluate and fund nearly 200 adult literacy programs throughout the state. It is designed to meet the data needs of the adult education field, as well as the requirements mandated by the federal national reporting system. The software provides 24/7 data-entry and reporting functions in a secure environment, and has approximately 1,000 active users. Asists captures adult education student information (individual student goals, assessment, and outcomes) and class activity (enrollment data and contact hours). Based on this data, asists creates comprehensive reports for effective program management and improvement. Each year, the lac compiles the records in the asists database to produce (a) an annual nys report for submission to the federal department of education, and (b) an annual evaluation of program performance. Support and training on asists is provided to programs by the lac through email, phone and in-person workshops and technical assistance. In fy17, the lac also entered into a partnership and initiated a project with the american institutes of research to develop a professional development model for adult literacy case managers based on data collected in asists. The project is funded through a three-year institute of education sciences grant, and the lac was awarded a subcontract on the project.
