The organization's mission encompasses outreach to all eligible individuals and groups with a particular focus on population segments previously ignored by other health insurers. Commonly known as the working uninsured, kentucky health cooperative will seek to help those individuals who need health insurance coverage, but are not eligible for public assistance in other forms. As kentucky health cooperative will operate as a statewide organization, it will devote equal effort to promote coverage of individuals and small groups in rural as well as urban settings.

Is a consumer governed, private, nonprofit health insurance entity for the purpose of establishing a qualified not-for-profit health insurance issuer to offer qualified health plans primarily in the individual and small group markets in the commonwealth of kentucky in accordance with the provisions of the patient protection and affordable care act enacted on march 23, 2010. The cooperative is subject to insurance laws and regulations of the kentucky department of insurance. As of december 31, 2016 the cooperative did not insure any members as the filing organization was ordered into liquidation.
