Mission: Jefferson County Association for Retarded Citizens (ARC) was founded in 1956 by a group of 5 parents who wanted others to see their sons and daughters with mental retardation as unique and worthwhile individuals. The organization has maintained a reputation as a parent advocacy and support organization. Individuals and families supported can have any developmental disability not just mental retardation.
