Causes: Economic Development
Mission: The institute for economic development, inc. ("ied") is a consortium of private sector corporations and non-profit institutions that have come together to develop and implement programs and activities designed to counter the social and economic conditions that result from disinvestment and community deterioration in distressed communities. Within this broad context, ied is specifically committed to undertaking a targeted mix of innovative economic development programs and activities focused on the physical, economic and social revitalization of the city of chester.
Programs: The institute for economic development, inc. 's (d. B. A. Riverfront alliance of delaware county) security camera initiative recognizes that having a safe environment in which to live, work and recreate is essential to revitalizing a community. The alliance has been involved in both attracting funding and managing projects that have led to the installation of over 110 cameras on the east side of chester. Funding for the installation of another twenty cameras has been secured as well. The alliance also convenes a public safety committee as part of this initiative that includes law enforcement representatives from the local, county and state levels as well as members of the business community and major institutions. The committee is working on coordinating public safety programs such as camera registration, developing an overall public safety plan and attracting outside funding to reduce the level of crime in chester and along the delaware county waterfront.
the alliance's employer assisted housing program (eah) encourages member organizations of the alliance and other chester-based employers to provide financial based incentives for their employees to purchase homes in chester. Since 2008, eight employers have offered assistance to their employees including widener university, crozer keystone health system, harrah's philadelphia casino and racetrack, delcora, the chester water authority, health mats company, chester housing authority and delaware county community college. In addition to providing down payment and closing cost assistance, the alliance also offers fa ade improvement assistance to eligible employees on a matching basis. The program's goal is to increase curb appeal and stabilize housing values in chester making homeownership in chester more desirable. Funds are committed on a matching basis in which the homeowner must contribute at least 1/3 of the cost of the improvements from their own funds. As part of the eah program, the alliance is partnering with another non-profit organization, the chester community improvement project, to develop four new homeownership units for sale to low and moderate income households. The arbor estates project will increase the supply of quality affordable units and is being marketed to employees of local businesses and institutions participating in the eah program.
