The clinics are open to all regardless of age, marital status, income, residency, citizenship status, or health insurance. Services are available on a sliding fee scale. In 2016, 27,054 unduplicated individuals received family planning services through 50,045 clinical visits. 66. 24% of the patients were at or below poverty and were provided the service at no charge. The program not only provides a wide range of fda approved contraceptives but also 5,464 pap smears, 6,952 breast exams, 17,727 gonorrhea tests, 409 syphilis tests, and 9,469 hiv tests were provided to patients in 2016.

The programs have merged services and monitoring activities under ifhc. Starting october 2009, ifhc, isdh, family and social services agency and department of child services formed the indiana family planning partnership which placed all of the federal family planning funds under the management of the indiana family health council. All services stated in the title x description are applicable to the isdh grants also.
