Programs: The organization's primary exempt purpose is community revitalization and the removal of blight. The primary activity of the organization involves the development of a comprehensive community plan for the highland park community, which calls for the elimination of blight, reduction of crime and the redevelopment of the southwestern section of the neighborhood. The organization is currently rehabilitating two vacant, crime-ridden and visually blighted properties, which will then be sold under an affordable homeownership program. The organization continues the rehabilitation of the vacant blighted structure in the bryant street business district with the goal to provide new housing on the upper floors and attract new local businesses which create jobs & services within the community for its residents. The organization has purchased the vacant deteriorated property that was a blight, a locus of crime and deterioration. The hpcdc has completed rehabilitation and will manage the properties as affordable housing for low income families and businesses continue to foster business growth as a job creating strategy. Lastly the organization was successful in nominating the neighborhood to the national register of historic places by helping property owners perform home improvements. It is believed that this designation will provide additional financial incentives to property owners for the quality restoration of their buildings.
