ChangeLab Solutions is an unusual -- and extremely valuable -- institution. On the one hand, it's a think tank, bringing together professors, advocates, researchers and policy wonks to put together the best available model policies to address the most urgent public heath crises of our time: the epidemics of obesity and diabetes, the ongoing scourge of tobacco use, etc. But ChangeLab then takes those policies and helps governments implement them, providing technical assistance at all steps. They deploy their resources wisely, through webinars and over the phone -- and they have national reach as well as local expertise. For those seeking a public health NGO, this is one very worthy recipient.

While ChangeLabs has created a coordinated effort to address the nutritional needs of children, there is a deeply concerning campaign that this group is actively manipulating municipalities with incomplete and defective information in order to push a specific agenda of prohibition of the use of personal vaping devices by adults. The type of amendments being pushed are complete prohibition within sight of any other person- indoors and out.

Misinformation, out-of-date data and opinions, not the actual studies themselves are being used. Vaping is a smokeless alternative for existing adult combustion tobacco cigarette smokers.

It is disingenuous for a group who's mission is to improve the quality of life for residents to actively prevent alternatives that are vastly safer than the analog.

Further, it is an affront to CA taxpayers to be funding such a campaign.
