Mission: The california cupa forum was formed to provide a single statewide organization consolidating unified program implementation efforts and representing all unified program agencies with a single voice. Cal-cupa forum strives to achieve consistency, consolidation, and coordination in the implementation of the unified program in an efficient and effective manner. The cal-cupa forum is an accrediting agency (aa) through california department of public health and can provide rehs continuing education. As an aa they can have recognized providers apply to provide rehs continuing education under the cupa forum as an aa.
Programs: The california cupa forum implements and enforces unified programs which are mandated by law to ensure that:- businesses with large quantities of toxic gases have release prevention plans. - hazardous wastes are properly managed. - hazardous materials in facilities throughout california are accurately reported, catalogued and disseminated to emergency responders and the public. - above and underground tanks storing hazardous materials have adequate leak detection and containment equipment to protect the waters of the state. Cupas promote and support:- partnerships with various industry and environmental protection advocacy groups- educational workshops- website outreach- outreach materials- an inspection program that is mandated by law to have a graduated enforcement policy. The purpose of the annual cupa conference is to bring together the stakeholders in the cupa programs for the purpose of exchanging ideas, learning about new regulations and technologies, and exploring ways of enhancing environmental and life safety through the cupa programs. In fye 2017, cal-cupa accomplished the following:- developed instrumentation manual to aid emergency response partners. - conference attendees went to various technical training sessions. Presenters attended a train the trainer training in advance that were offered throughout the state for cupa/pa inspectors and managers so they could learn best practices for leaving skills.
