David A. Northern, in his role as executive director of LCHA, proposed a loan of $74,000 from the sale of properties by LCHA, to AIM North.
The monies, according to the proposal presented as part of the official minutes of LCHA, would serve as seed money for AIM North, to assist LCHA in exploring public housing options and/or development possibilities, allegedly.
The terms of repayment of the loan of $74,000 (from LCHA to AIM North) include repaying approx. 10 percent ($7,400) of the loan annually for more than 10 years.
I have attended a number of monthly board meetings held the 3d Thursday of each month (with some exceptions) at 12:30 p.m. (though the commissioners start closer to 1 p.m. most times after enjoying a tax-payer funded lunch buffet).
My impression is the commissioners are lacking in general oversight of Mr. Northern's managerial duties and executive direction and rubber stamp most every policy change or monetary decision he undertakes.
