This organization goes through Directors of Finance and Directors of Administration like water. The Executive Director keeps a tight rein on information, especially bad news, that goes out to the board. The ED pressures finance to inflate revenue projections and bypasses HR and ignores hiring best practices. Worse is that the board when notified of such supports ED's churn of finance and administrators, until he finds one that will agree to crossing ethical reporting lines for him. Program directors are ignorant of budgeting and financial management of their programs and the Executive Director encourages these silos and does not understand the need for managers to be able to manage both simultaneously. ED does not understand how to read and interpret financial statements and fiscal control policy is weak by choice and manages by personality and politics, not performance; he rewards loyalty with pay raises in difficult economic times. There is a disconnect between programs, organizational and financial management and an underappreciation of the importance and efforts of effective financial and organizational management and resourceful, creative and impactful program management.

If I had to make changes to this organization, I would...
encourage board governance training and good financial management training practices. Deficits are not good especially when information is available ahead of time to help avoid. Change fiscal year reporting and budgeting to avoid end of year operating deficit when funding does not come in as expected but already spent.
