This organization does not have complete and precise by-laws, in addition the by-laws that are present are seldom followed. As a result, there are no controls in place for how funds are to be used. As an example, the Board voted to purchase a much needed computer to better service the community, the Chairperson disagreed on the vote and regardless of Board vote opposed the purchase - no purchase was made. This is just a small example. Google search the organization to find more information. Also look at the York Daily Record and York Dispatch for the periods September, 2010 - January 2011 to find more important writings regarding this organization.
