HSUS doesn't pretend to run local animal shelters. That is not their role. They are responsible for getting thousands of pro animal bills passed in local and national government so that the local animal shelters have some help and can take care of the animals that need them. Oh, and by the way, HSUS does run 5 of the largest animal (equine, wildlife) sanctuaries in the country.
