CHF's mission, shared by its international affiliates, began in 1969 in New York City with a vision that kids should not be alone and on the streets. Formalized in 1972, Covenant House developed its cornerstone "open intake"--24-hour acceptance of any youth seeking initial help. Covenant House developed 5 guiding principles: immediacy--meeting basic needs first; sanctuary--safety from the street; value communications--teaching positive qualities; structure--stable environment; and choice--opportunities for self-determination. CHF began services in 1985 in response to strong community support for services for disconnected kids who had nowhere to go for help.
