In the 1960s, as part of the War on Poverty, local "Community Action Partnerships" were created, as places where people could get job skills, help with life needs and generally get a leg up on moving from poverty up into the middle class. Many of the CAPs have faded away, but Long Beach is going strong. Not only do they help train young people in a variety of jobs, but they're also the hub for the city's public access television, thus offering media skills to kids who otherwise would simply get passed over. The CAP has taken up urban farming, growing food on site and selling it twice a week in a homestyle stand. It's a place where the job is to build ladders up to the middle class. Good, caring people, doing good things for ordinary people. I say, five stars.
