Programs:

ENE is working intensively at the state, regional and federal levels to design and implement comprehensive reforms to build a cleaner, low-carbon energy system. At the state level, ENE has successfully pursued policy reforms designed to shift utility investments to energy efficiency and clean energy resources. We have also heavily promoted new processes to increase transparency and stakeholder participation in decision-making. As a result, Massachusetts, Rhode Island and Connecticut each now have successful public efficiency stakeholder boards in operation to which ENE was appointed by governors or other officials. These boards, advised by independent consultants, have through consensus agreed to plans to double, triple and, in the case of Massachusetts, quadruple budgets for energy efficiency and clean energy resources – becoming clear national leaders measured by spending on energy efficiency per capita and by overall energy savings goals.  These states will be investing nearly $1 billion by 2011 in cost-effective, consumer friendly energy efficiency programs. In Maine, ENE worked to develop a comprehensive restructuring of the state’s energy efficiency system as well as key weatherization plans for heating oil consumers. As a result of these policies, far more homes and businesses will be included in conservation programs, and thousands of new jobs will be created.  ENE’s report on the economics of energy efficiency Energy Efficiency: Engine of Economic Growth has attracted widespread attention, demonstrating the employment and state economic improvements that can be gained by investing in energy efficiency. In addition, new pilot initiatives have been created for difficult to serve populations, extending the reach of these programs, ENE is working to make sure that all fuels – electric, natural gas and heating oil, are included in efficiency programs, and we advocated stronger enforcement of buildings energy codes and better information disclosure for homebuyers.  ENE is pursuing innovative ideas to improve the way the region cooperates on updating appliance and equipment standards as well as improvements in adoption and enforcement of building energy codes

 

ENE is also heavily engaged in issues surrounding the billions of dollars of new electric transmission lines. The specifics of transmission plans –including whether new lines will be built, how extensively and where - will determine whether new renewable power is brought to market and whether consumer dollars are used efficiently and effectively. On the federal level, ENE is playing a leadership role raising the critical role of energy efficiency as an economic driver and greenhouse gas mitigation tool; and the need for rigorous standards for carbon offset projects, particularly forest carbon projects. In Canada, ENE is working to promote policy information sharing between on climate and energy policy forums in Washington and Ottawa and addressing sustainable energy and transportation issues at the provincial level. ENE has been invited to testify before the Canadian Parliament and has prepared other high profile information on energy and climate related policy initiatives.

Results:
ENE spearheaded nationally significant state and regional reforms that will triple efficiency investments and increase representation of consumers and environmental interests in energy planning – programs that will save consumers billions of dollars in lower energy costs.

ENE played a leading role in ushering in the RGGI cap and trade program to reduce GHG emissions from regional power generators.

ENE advanced funding solutions and goals for state commitments to clean up diesel emissions, targeting priority fleets and communities, such as buses in urban neighborhoods.

ENE crafted guidelines for managing and regulating forests as sustainable sources of revenue that also deliver measurable carbon benefits.

Environment Northeast makes change happen. They advocate and create policy change that benefits the general population.
