The principal services involved are local government, police, public health clinics, primary education and the courts. Thanks in part to feedback provided by these audits to officials responsible for these services, five new pieces of national legislation to improve the transparency of public governance have been promulgated during this period and there has been a consistent improvement in public perception of corruption. From 1998 to 2006, the perception of corruption was mainly associated with unathorized payments demanded by officials while from 2009 to 2014 it has focused more on the quality of services offered. The 2014 audit surveyed 6,061 households in 72 representative urban and rural communities scattered throughout the country's geographic regions. While there was overall improvement in 2014 compared with 2012, this was not true of some individual services.
