The Center for Human Development is like a many headed hydra that is out of control. There are so many sub programs that the quality of service is sub par and those who are supposedly benefiting from the services are not. There is one particular program called the Independent Living Program that embodies the uselessness and the fact that the company has taken off more than it can chew. Here is the mission statement for The Independent Living Program: <br> CHD developed the Independent Living Program in 1983 as a resource for state agencies needing cogent programming for youth aging out of state care. This is a voluntary program serving young adults between the ages of 17-22 years referred by DCF. Independent Living is a scattered-site program, meaning each youth is placed in his/her own apartment throughout the Greater Springfield area. The program offers guidance in acquiring skills that will help young adults make the transition to independence and self-sufficiency. Clients are provided with individual apartments, basic utilities and assistance in daily living expenses. Multiple individual visits are made with each client weekly by their assigned caseworker. These weekly meetings assist with independent living skills and connect clients with community resources. <br> <br>I can tell you from first hand knowledge and experience that the youth in this program are not provided with said services. Quite the opposite, the youth are put in apartments then left to their own devices. Many are asked to leave the building they occupy due to: drug use, drug trafficking and being a general malaise to the building. The only service this program provides is a safe place to drink underage, do drugs and continue the cycle of teen pregnancy. Furthermore the social workers need to reviewed by an ethics board. The socials workers employed in this program are never around I'm not sure what they do but they do not assist or provide any help for these people.
